You may not know, but they're depicting things that are actually being implemented. Carbon rationing, per-mile punishments, recycling police and fines, random "green" audits of homes... Some governments (UK and California for example) are very strict nannies, ready to kick your teeth in over light bulbs, plastic bags, or not riding a bicycle.
